GENEVA, Switzerland — The race to build ever more powerful artificial intelligence is accelerating faster than the world’s ability to govern it—and the United Nations’ top human rights official is warning that the consequences of failing to act could be profound.
UN High Commissioner for Human Rights Volker Türk has issued one of his starkest calls yet for international AI governance, demanding urgent, enforceable safeguards to prevent powerful technologies from outpacing the laws designed to protect human rights, democracy and public safety.
At the heart of his warning is a deceptively simple question:
“The need for AI governance is widely acknowledged, but where is the action?”
Türk’s intervention highlights a widening gap between governments’ recognition of AI’s risks and the creation of rules capable of addressing them across borders. As lawmakers debate legislation and technology companies race to develop increasingly capable systems, the absence of a coherent global framework risks leaving critical decisions in the hands of a relatively small number of corporations with enormous computing power, proprietary data and technological influence.
The Governance Vacuum
The United States, European Union and China have each moved to establish frameworks for artificial intelligence, including the EU AI Act and various national measures. But regulation remains fragmented, while the most powerful AI systems operate across borders and can be developed and deployed at extraordinary speed.
That mismatch creates a central dilemma: How can governments regulate technologies that evolve faster than the institutions responsible for regulating them?
Human rights advocates have identified several areas of mounting concern.
- Systemic and existential risks: Increasingly capable autonomous systems could be adapted for cyber operations, military applications and other high-risk uses in which inadequate human oversight could produce consequences far beyond the original intent of their designers.
- Algorithmic surveillance: Facial recognition, biometric identification and large-scale data collection raise serious questions about privacy, civil liberties and the disproportionate targeting of vulnerable and marginalized communities.
- Deepfakes and information warfare: Generative AI can dramatically lower the cost and increase the scale of disinformation, synthetic media and influence operations, threatening public trust and complicating the ability of citizens to distinguish authentic information from fabricated content.
- Concentration of power: The enormous computing resources, datasets, talent and capital required to build frontier AI systems are increasingly concentrated among a small number of companies, intensifying concerns about who ultimately controls the technology—and who gets to set its limits.
From Voluntary Promises to Binding Rules
The UN human rights perspective calls for a fundamental shift away from relying primarily on voluntary corporate commitments toward binding, enforceable safeguards grounded in international human rights law.
Among the measures advocated by human rights experts are stronger human-rights impact assessments for high-risk AI systems, meaningful restrictions on biometric technologies that threaten fundamental freedoms, transparency requirements and clear legal accountability when AI-enabled systems cause demonstrable harm.
The stakes extend beyond the technology industry.
AI is rapidly becoming infrastructure for decisions that affect employment, policing, education, finance, healthcare, elections and access to information. If oversight fails to keep pace, the consequences may not be confined to laboratories or technology companies—they could reshape how power is exercised throughout society.
The Race Against the Clock
The global debate over artificial intelligence is increasingly becoming a debate over something more fundamental: Who gets to decide the rules of the machine age.
Technology companies are racing toward increasingly capable systems, while governments struggle to coordinate regulation across jurisdictions. For Türk and other human rights advocates, the danger lies not simply in what AI may eventually become, but in allowing its most consequential applications to expand before meaningful safeguards are in place.
The message from Geneva is therefore unmistakable: AI governance cannot remain a promise for tomorrow while the technology transforms society today.
The question is no longer whether the world needs rules for artificial intelligence.
It is whether governments can establish them before technological power becomes too concentrated—and too difficult to control.
