The Governor of Edo State Godwin Nogheghase Obaseki has appointed Dr. Roseline Osemetiti Okosun, a seasoned educationist and administrator, to head the newly created Directorate for Quality Assurance in Edo State.
Dr. Okosun has a wealth of experience in classroom management, students and teachers assessment and evaluation, and a remarkable teaching and leadership track record of over three decades.
The newly formed Directorate of Quality Assurance was established in Edo State to enhance education standards and Okosun is expected to employ her repository of experience in turning around the fortune of schools in the state.
The newly formed Directorate will play a crucial role in monitoring and overseeing all levels of non-tertiary education, with a specific focus on supervising private basic, secondary, and technical schools in Edo State.
According to Hon. Commissioner of Education, Dr. Joan Osa Oviawe, the establishment of the Directorate of Quality Assurance stems from the government’s commitment to ensure that every child in Edo State receives a high-quality education. The Directorate will be responsible for assessing and maintaining the standard of education across various levels, including Early Childhood Education, Special Education, Adult Education, Basic Education, Secondary Education, and Technical and Vocational Education.
Over the years, she said, the Ministry of Education’s attention had been inadvertently diverted to peripheral issues, causing the core responsibilities related to policy formulation, oversight, and regulation to be sidelined.
While the government has made significant efforts to reform schools, improve teacher training, remuneration, and infrastructure, it is now time to prioritize the establishment of a robust system that ensures the effective delivery of quality education Dr Oviawe added.
The Directorate of Quality Assurance will, consequently, play a pivotal role in addressing crucial questions such as the presence of teachers in schools, the quality of teaching, the attendance of learners, and their level of learning.
By creating the Directorate, the government aims to optimize available resources and foster better synergy among the three boards responsible for managing education (SUBEB, SSEB, and BTVET). This strategic approach will ensure that all levels of non-tertiary education receive the necessary attention and support they require.
The newly appointed Dr. Okosun is a seasoned educationist and administrator with an impressive track record spanning over three decades. She holds a Ph.D. in Education from The Flinders University of South Australia, as well as B.Ed and M.Ed degrees from the University of Missouri, Columbia, USA. Dr. Okosun’s diverse teaching experiences across Nigeria, USA, Australia, and Canada, coupled with her previous role as the Special Adviser to the Governor on Secondary Education, make her a valuable asset in this pivotal position.
Throughout her career, Dr. Okosun has been actively involved in classroom management, student and teacher assessment, and evaluation. She has also been a key figure in literacy programs and has contributed significantly to the personal growth and achievements of her students, promoting global citizenship, activism, and service.
With Dr. Okosun’s expertise and dedication, combined with the establishment of the Directorate of Quality Assurance, Edo State is taking a decisive step towards transforming its education system and ensuring a brighter future for its youth.
Dr. Okosun holds a Ph. D degree in Education from The Flinders University of South Australia. She holds a B. Ed and M. Ed degrees from the University of Missouri, Columbia, USA. She has teaching experiences from Nigeria, USA, Australia and Canada. She was a staff of the Federal Ministry of Education, Lagos State, Nigeria.
She was the pioneer principal of the Federal Government College Staff School, Warri, Delta State, Nigeria. She also lectured at the Delta State University Abraka, Nigeria and the Brescia University College (University of Western Ontario, Canada).
Dr Okosun was gainfully employed in 2000 by the Thames Valley District Board, London Ontario, Canada. For several years, she was also involved in the literacy program with the Education Quality and Accountability Office (EQAO) (Toronto, Ontario) as an examiner and evaluator.
She took a leave of absence in 2020 and returned to Nigeria where she served as a Special Adviser on Education to the Edo State Governor. She retired on 31st August 2021 from the Thames Valley Education Board after twenty-four years of meritorious teaching service. She is also the President and Founder of the Non-Governmental Organisation for the eradication of exploitation of girls and women named Association Against Women Exploitation.
Dr. Okosun has supported many of her students on the path of personal growth and achievement, whilst encouraging a stance of global citizenship, activism and service. Through her teaching and counseling, she encourages and provides invaluable information to youths to assist them realise their potentials. She is currently an education consultant with focus on training teachers and administrators.
Dr. Rosaline Okosun is an active member of St. Paul Catholic Church, Benin City, Edo State.
