Can Government Takeover Lands Without Notice?

Although all lands in a state belong to the Governor of such state, government cannot compulsorily acquire a land for overriding public interest without first issuing a valid Notice to the holder of right of occupancy of such land. Governors hold lands in trust for their state. Where any land is needed by government for public interest, government will collect back the land from any person, but must give adequate notice and pay compensation for any development on the land. Development here includes immovable structures and cats crops. Notic to be given to such person by government must be in writing!
